German Tax: Incorrect Invoice Formats May Result in Denied Input VAT Deduction

Ever since Germany mandated electronic invoicing (E-Rechnung) in 2025, format compliance has become one of the easiest traps for German corporate finance teams to fall into.

Recently, Thomson Reuters published a sampling survey with alarming data: about 18% of ZUGFeRD e-invoices received via email contain format validation errors and are directly rejected at the system-receiving stage.

Why German Invoices Can't Just "Look Right" In the past, finance colleagues in German companies were used to assuming that as long as the text and amounts on the PDF invoice were correct, everything was fine. However, modern e-invoices (especially the mainstream ZUGFeRD format) are hybrid formats: on the surface, they look like a PDF, but underneath they actually embed an XML dataset. Many German companies fail to comply with the statutory PDF/A-3 standard when issuing invoices, causing the underlying data technology to fail.

Consequences of Format Errors A format error is not just a technical glitch; it directly impacts:

  • Systems cannot automatically handle bookkeeping and reconciliation, increasing manual communication costs.
  • Tax compliance risks. During a tax audit, invoices with formatting errors may not be accepted as compliant accounting vouchers, which directly affects input VAT deduction (Vorsteuerabzug). If an audit uncovers this years later, companies could face costly back taxes or fines.

Compliance Recommendation — Germany's Two-Step E-Invoice Validation Method

  • Validate first, send/book second: When issuing or receiving invoices, do not blindly trust them, especially those circulated via email.
  • Use existing tools for technical checks:
    • If you use mainstream accounting software (such as Datev, Buhl, Lexware, Sevdesk, etc.), the systems usually come with built-in validation functions.
    • If you need to independently test the technical compliance of a specific invoice, you can use free online tools—such as the eRechnung Tool or ecosio Validator—to upload and check the format.

When dealing with the tax office in Germany, any oversight in formatting details can come at a high cost. Standardizing your invoicing helps avoid unpleasant surprises out of nowhere.
